OECD - Recognition of Prior Learning
This practical guide for policy makers looks at fostering learning pathways through the recognition of prior learning.
'Less than 40% of adults in OECD countries, and only about 20% of low-skilled adults, participate in adult learning activities every year, according to the Survey of Adult Skills (PIAAC).'
RPL has a role to play in meeting the upskilling and re-skilling needs of the learner and enterprise.
'Including RPL as part of modular programmes allows adults to focus only on skill gaps and to benefit from personalised learning pathways. In addition, RPL is an essential instrument to improve the employability of adults. It makes all knowledge visible, including the diverse learning that takes place outside of formal education and training, and allows for a better match between jobs and workers’ skills.'

A Pilot Framework One-Pager is also available.
This document gives an overview of the framework that was worked on collaboratively by fourteen higher education institutions and agreed upon in principle by their Registrars.
